I propose changing the 2nd paragraph from:

In the United States, the

regional arts council (RAO)
and each state hosting a state arts council and each county within the state hosting a county arts council. Some cities under each county even have their own arts council.

to

In the United States, the

regional arts organizations
and 56 state and territorial arts councils. Additionally, many counties, cities, and neighborhoods have local arts councils.
