I'm confused as to what "(but below the metal's melting point)" refers to--the iron/steel or the other material? Also, which outer surface/case will have a higher carbon content? Here is my proposed revision: Carburizing is a heat treatment process in which iron or steel is heated in the presence of another material below the iron or steel's melting point. Carbon from the other material is liberated and attaches to the surface of the iron or steel. This outer surface (called a case) then has a higher carbon content then the internal material.
