Marked no on class B criterion 2. The history should be more important with the double duty status currently appearing above the section. The history needs more detail. Created in 1943, it seems like there should be more out there on this topic. Obviously it had something to do with WWII. Who pushed it through? What was the reason? How did it structurally differ from the previous arrangement?
