In what sense is the word "bill" used here? Is a

One, not necessarily insurmountable, obstacle to this merger is the fact that a consolidation Act is not a consolidation Bill, because an Act is not a Bill. James500 (talk) 16:21, 20 March 2013 (UTC)
- Merge: a Consolidation Acts as it is the act that is final product, whereas the bill is more transient/ephemeral. Having said that, it doesn't much matter which is chosen. Klbrain (talk) 15:01, 6 June 2016 (UTC)]
