Does anyone have a source regarding the part where the OSCE observes that Algerian elections are generally free and fair? I went onto the OSCE website (www.osce.org/) hunting for it and I can't seen to find it.

"Algerians have become accustomed to rubber-stamping tailor made results. Despite many of the statements by the Presidency, the Ministry of Interior and most importantly, the Military, few Algerians believed that the election would be fair and honest. As will be demonstrated later, the results proved beyond a shadow of doubt that Bouteflika was not only by far the most popular candidate on offer, but also the contest was open and accusations of fraud were unsubstantiated and hard to prove. Hence, if fraud characterised the elections, then it happened before polling day. A close scrutiny of the list of candidates certainly gives credibility to those claims. The non-participation of certain political figures such as Hocine Ait Ahmed, Mouloud Harnrouche, Mokdad Sifi and Ahmed Taleb Ibrahimi, all of whom were present in 1999, raises a few questions about the openness of the context. Apart from Hocine Ait Ahmed, who had no intention of presenting his candidacy and whose party called for the election to be boycotted, the remaining political figures expressed an interest in running for office. Then both Harnrouche and Sifi withdrew from the race without even trying to meet the necessary requirements and officially stand for election. The former stated that the context was closed [in favour of the incumbent president] and dismissed any arguments to the contrary. At the end, out of the 43 who intended to run for office, only nine lodged their applications with the Constitutional Council of which three were rejected." (2004 Bouandel, 1533)
