Propose to link with equivalent existing article in Portuguese

There is no Portuguese language equivalent to this article currently listed in the left-hand side-bar.
But I see that there is an article on the Portuguese Wikipedia at LINK that is titled

This page is currently titled "Electronic voting in Brazil", and much of its discussion is about the electronic voting machine. Since the two articles appear similar, I propose that the two articles be linked -- either immediately, or else after a bit of editing (perhaps including retitling) that would make them sufficiently comparable for linkage. A quick first glance at Help:Interlanguage links does not suggest that there are highly stringent requirements for creating interlanguage links between "equivalent pages" (although I haven't read thoroughly). So maybe linkage would be appropriate immediately. I do not read Portuguese so I do not feel competent to oversee this process (or even fully evaluate if it is truly appropriate). Is there any bilingual editor who could see through this task?
