WP:DATERET The first consistent date format was MDY as can be seen on 2017-07-17T03:29:55. Also, documentation for both {{use mdy dates}} and {{use dmy dates}} states that we should place this template with other maintenance tags near the top of articles. Also, anon in Winnipeg, you claim that, "the format had previously been both unspecified and inconsistent", yet when you look at the article immediately before your edits were made, that's clearly not the case with only one date in dmy format, added in a single edit.
