At Government House in Edmonton we have a small vice-regal desk flag displayed next to the LG's portrait at all times. Now perhaps that is bad flag etiquette. But it is definitely done. Also the lieutenant governor's flag flies continuously at the Alberta Legislature Building, regardless of whether His Honour is actually in the building or not. If the practice with the queen's and governor general's flags were followed, it would be raised when he arrived and lowered when he left, but this doesn't happen in Alberta.
