On Notability

There are already wiki pages for three IFIP working groups: IFIP Working Group 2.1, IFIP Working Group 2.10, IFIP WG 13.6 - Human Work Interaction Design It was thought, therefore, that such pages were notable, and the addition of this one for WG 2.3 was worthy. @Onel5969: It looks like you tagged this article during NPP. I have looked at the article, and added a couple of sources about the history and effect WG2.3 has had upon the programming methodology research community, and on balance I think the tags could be removed.
