Sorry nobody has answered. On the off-chance you ever see this, or somebody is wondering the same thing, I'll take a crack at an answer. You're second guess is pretty mush on the mark. The "generality" of the headquarters, because it developed overall war strategy, coordinated between army and navy, answered to the Emperor, sort of like the
