But because he was not made a Commander of the Grand Cross, he should not be included in this list. Most readers will simply want to read the list of 162 persons who have been awarded the Grand Cross with Collar, the highest decoration of Finland. That list will be easy to compile complete and fully sourced. There is enough coverage to meet

Currently, this list lumps those 162 people together with potentially several hudreds of commanders of the ordinary grand cross. The ordinary grand cross is third in the Finnish order of precdence, so organizing the list this way makes little sense. The scope of all commanders of the ordinary grand cross itself verges on intenable.
