Who ARE the voters

San Francisco voted the cemetery out of existence,

Huh? Does this mean the votors of San Francisco voted through the initiative process to clear the cemetery or perhaps the Board of Supervisors voted on this legislatively? Marriedtofilm 18:26, 27 Sep 2006 (UTC)
