What does this paragraph from the Wiki article mean?

During the second phase of the operation, 1,546 politically-sensitive refugees were returned to South Vietnam by ship in the Thung Tin One.

I went to the site reference provided wwww.globalsecurity.org/military/ops/new_life.htm and viewed a longer version of the wiki article including the following quote.

Phase two of the operation with its overtones of potential political embarrassment and violence also proved sensitive. The awareness of the United States of the determination of the repatriates to return to Vietnam, and the Vietnamese government's willingness to turn one of their vessels, the Thung Tin One, over to the repatriates in a unilateral effort to return them in an expeditious and honorable manner was the key to the success of phase two.

Does this indicate that there were refugees who changed their mind and wished to return to the newly socialist

Also, I tried to access the two source sites listed by www.globalsecurity.org on the above referenced site.

And received the following message instead of a page.

I've never received such a message before and I access numerious U.S. ".mil" sites and never was denied entry except where it required sign-on. Would someone else try the sites and report back to me. I realize that this is kind of dumb, but as I said, I've never received such a message before.--TGC55 (talk) 18:20, 29 May 2008 (UTC)[reply]
