Clearly, do it. There is no question that the hydrodynamic form is the same thing, so should be dealt with under a single article. A section onm the military applications can then address both the explosive forms (for high-speed A/S work) and the non-explosive types (used for minesweeping purposes). The explosive paravane does not demand its own WP article, quite honestly.

And, if necessary, create separate section for the explosive A/S type and the inert mine sweep. That would work, too.
