Luther and coerced confessions

There's a request for clarification since the Roman Catholic Church doesn't *require* a confession either, except in particular circumstances. But: two things: Was such confession required by the Roman Catholic Church in Luther's time and place, as opposed to today? And is it possible that Luther was in this case not opposing an existing situation, but considering such an idea independently and subsequently rejecting it?
