More explanation please

The article only briefly defines the term

  • The writ, issued historically by rabbis, technically changed the status of individual private loans into the public administration, allowing the poor to receive interest-free loans before the Sabbatical year while protecting the investments of the lenders.

and then goes into much, much detail on the response to the concept. The definition, though, isn't enough for an average layperson like me to understand. Did a rabbi simply sign a document proclaiming the loan not to be a loan? Could someone knowledgeable expand the section some?
