I had to make considerable changes to this article because it claimed that they're actual subdivisions. They're not, they're just governmental agencies that indeed have their area of responsibility. The ISO 3166-2:FI standard was updated in 2011 to have the regions of Finland (unrelated to these agencies!) as the first-level administrative division.

It would be perhaps most accurate to say that these agencies superseded the province administrative boards, not the provinces themselves. But I don't blame the article's creator, the difference is rather subtle and dubious. --Pudeo' 04:14, 18 February 2013 (UTC)[reply]
