Kick starting

@Guanbo Wang: I cannot see any way to be kind here. It shows that it was a student project, and treats the topic from the pov of someone starting in the industry. As a project it was well done. As a focused education article it misses the point. So lets address some of the points. In my part of the world the school web site is a legal document that must be produced and maintained if the school hopes to survive. The governor of the school has to decide which specialist company to employ and agree an annual operating fee. A sensible governor will delegate the research to the business manager. Yes schools have business managers. If the governors get a request from the IT department to allow a student to touch the software- they say no. They suggest to the IT guy that he sets up his own CMS on a spare server. The design of the CMS and the web site has its own trends. As well as the information that must be published, there are the usual issues and pressures from changes in hardware and expectations- and Cobol dinosaurs will recognise the Analysis- specification- Design- Coding- Acceptance-Evaluation cycle.

I am going to start by deleting all text nor covered by a water tight reference. I will then delete some boilerplate sections that don't belong. I want to build up defining statutory content in the UK. Help gladly accepted for legal requirements in other continents. I want to examine the packages that commercial firms offer, and the CMS's they use. Even rules of thumb on screen layout could be included. Last month we had a UK Destubathon- and I read 40 or so School websites while reference hunting and there were many points that needed wikidocumentation.
