Why merge?

Do we have a source of any kind for the term "civilian service" being used as an official translation of "siviilipalvelus"? I realise this is a toughy from the point-of-view that nothing of the sort really exists in the Anglophone world. I would personally prefer the term "civil service", but I also do realise the inherent problem of mixing it up with
