The Volksraad was also the name of the elected people's parliament created in Java during 1918; the members having total impunity to say anything about the Dutch government and other matters. The Volksraad was also a House of review for new legislation, if the colonial government wanted to get new laws enacted without Volksraad approval they had to send it to Queen Wilhemina's personal approval at the Hague.
