If the protocol is but 6 parties away from actually being able to hold the first Meeting of the Parties (40) shouldn't this be current and informative? We know that significant revenue is being offered by the UN 2030 project to move this forward and that large revenues from illicit tobacco trade (a topic without a WP article) are not being seen by states, further complicating their ability to put access prevention controls in place. If other articles are to present who information as gospel, then this page needs to be liturgical.

“Some countries and regions tackle them very well, but it’s like a chain with the risk on the weakest link,” he said. “The problem is, you can have all the legislation and all the best customs that you have, but your real problem is your neighbors.
