Masao Hayashi

Hi. It depends, I suppose, on whether one considers the act of naming new species to be a noteworthy act. I would say that this is a reasonably "exclusive" group of people, and likewise point out that if a given species of organism is notable enough to have its own WP article, then surely the person who named it should be considered just as notable. Seems logical to me. That being said, there seems little purpose in creating a page for Hayashi unless one or more of the species he named has a WP page that can link to him; otherwise it is an "orphan" page.
