Homelessness and crime tend to be tied together everywhere, not just in Durham Region. The text you provided was biased (eg. Please cool down. Wikipedia guidelines call for disputing content, but not attacking other editors. I agree 100% with PKT for the revert of your original posting. You had a vague initial sentence, and the 'reference' was in adequate to verify what you added. Referring to the durham.ca website is not sufficient. As I told you above, there are some articles which can't be edited until you gain more experience (time/edits) on Wikipedia. Gender is one of them. If you try adding incomplete references to that article in the same way you did to Durham, you'll find yourself being reverted again.
