Add the tag <font color="blue"> or <font color="red"> in front of whatever you want to be that color in the quotation marks. Remember: you must close the tag when you are at the finish of wherever you are putting that color. Simply insert </font> to close it off. Hope that helps!

Resizing a signature larger is often discouraged because it can disturb surrounding markup. As for the rest of your request, try

Also remember to turn the 'use raw signature' box on. • Spam would be advertising... that isn't advertising, it's simply addition of unsourced information... which should be removed. A more clear edit summary helps out other editors though.
