I think it makes sense to reorder Khat, Anabolic Steroids, and Ecstasy. Your order mirrors that in the white paper http://www.ias.org.uk/uploads/pdf/News%20stories/dnutt-lancet-011110.pdf, but the source caption says Figure 2: Drugs ordered by their overall harm scores of harms to users and harm to others. I think this is supposed to be a Pareto chart, and frankly I am confused. It looks like it should be Anabolic Steroids, Ecstasy, then Khat, judging by the more high-res Figure 4 in the same paper.
