In general, a person or organization added to a list, as on List of Ecuadorians, should have a pre-existing article to establish notability. I'm sure he is, but I've never heard of him and I bet 99% of Wikipedia readers didn't either. Just add it when the article is ready, or add it now with a source good enough to satisfy
