I'm asking because I've been noticing a lot of editors like you recently, who create accounts and then start reverting a ton of vandalism by IPs. - Different admins have different ways of interpreting and/or implementing the policies and guidelines while some admins (regrettably) may not even be aware of all the 100s of guidelines and pmolicies. I cite a policy or a guideline when I do an action, give advice, or warn. Some admins are quicker than others on the block button - that's their freedom of choice, nothing here is graven in stone. I have that user on my watchlist and you can rest assured that if s/he breaches a policy again, I will most certainly take what I consider to be appropriate action.
