Hello Karnataka,
The question would be, if catalogs are not suited, should they be removed entirely? These are more for reference for the reader as to where published works can be found through the copyright office. Almost none of Victor Record's records were thoroughly 'reviewed' unless they were Classical music records. An exception to the Classical music rule would be music publisher Friedrich Hofmeister https://en.wikipedia.org/wiki/Friedrich_Hofmeister_Musikverlag republished this work in Germany during its' popularity in the United States. For a record to be recorded in these early stages of sound reproduction, the song or performance in question had to have some popularity, otherwise it wouldn't sell. This piece 'African Dreamland: Intermezzo' was recorded until 1912: a nine-year market. It is important to note, this subgenre was looked down upon in its' time and perhaps was not reviewed in 'music journals' or other for that reason. Neither was the music of Scott Joplin https://en.wikipedia.org/wiki/Scott_Joplin, the founder of Ragtime, in his time. But had a resurgence years later among enthusiasts of this sub-genre, by authors such as Edwin Berlin https://en.wikipedia.org/wiki/Edward_A._Berlin and jazz scholar Norman C. Weinstein. These two authors specifically talk about this primary notable work, as historically significant, and not in a passing mention. The second work in question was this figure's connection to Yale University's fight songs, specifically where he was a contributor to the Boola song https://en.wikipedia.org/wiki/Boola_Boola, one of the highest selling and most popular songs of the early 1900s. Arrangers and publishers of this college-style music were particularly overlooked because much of the time, they were actually the composer. I am not stating this as fact, but a relevant factor.
