I believe major situations that are still unfolding can be mentioned in the intro without being a summery of article, but I will write about it in the body and seek consensus before bringing it there.

The sentence "The risk from serious adverse events was reported in 2016 to be low." is written in a tone that falsely implies this is medical consensus when the consensus is that the long term risk of cigarettes vs e-cigs are unknown. It also must be deleted because it improperly paraphrases the original source. Corneoscleral Laceration and Ocular Burns Caused by Electronic Cigarette Explosions. The concluding paragraph of this study says "ECs pose a number of health safety risks beyond nicotine content and gateway drug concerns." The only thing even along the lines of this sentence is the embedded in the paragraph "Protective eyewear and even mouthguards may be advisable during EC use, although strict compliance is unlikely. Although the number of serious adverse events is small compared with the number of EC users worldwide, the consequences may be devastating to those involved in an EC-related blast. Because the FDA collects only voluntary reports,2 adverse events may be underreported. Further study is warranted to investigate the explosion hazard presented by these devices." The risk of "serious" adverse events is low. If you find a newer source unrelated to the outbreak it can be updated. Content about the "serious" adverse events does not contradict the general long term risks. The details about the risks is in the subarticles. See "The risk from serious adverse events was reported in 2016 to be low, but the aftermath may be disastrous in respect to an e-cigarette blast.[5]" If there is something missing in the subarticles I can add it. Content about the outbreak belongs in the subarticles. It is undue weight to add more content to the main e-cig article. When you say users can easily find more information by linking to the outbreak article, I assume you are referring to the article on outbreak of lung illnesses? Because the incidents of seizures are a separate issue and investigation
