However, I think that the way it is being used fails the first non-free content criterion. - Hello, in fact after a more careful check on the BIS website, they do explicitely authorise re-use of their content under certain conditions which do apply here: "Users may reproduce a limited extract of BIS Material in other publications or products free of charge, provided the BIS is cited as the source and, with respect to translations, a statement is included that the translation is not an official BIS translation. By way of guidance, a "limited extract" means any extract of not more than 400 words of text or two tables or graphs, and in any case not exceeding 10% of the relevant publication." I'm not usually the one complaining about WP rules, but not being able to use a picture made by researchers paid by a public-funded institution (BIS) for a public-interest & nonprofit NGO (WP) is pure nonsense... No wonder why WP contributors are on the decline. I'm not going to waste one more minute of my time trying to make common sense prevail over such bureaucratic processes.
