- Keep. I added details from existing sources and a source from July 2022. That was enough to get it to "start" grade, thus resolving the permastub concerns. Additionally, there is no reason to assume that article expansion will cease here, it was Japan's hottest heatwave ever, there is no reason to assume there won't be future coverage. - It was rated as start by the rater tool, this a fairly neutral assessment of the articles grade. Nonetheless, we don't delete things just because they are stubs. It passes ]

- The point is moot. I've further expanded it to a decent sizes article. The idea that this is a "permastub" I think is completely disproven, by both that and the BMJ article published today that talks about the heatwave.
