Not all sources are primary. Also there are some secondary sources which are not interviews. Making a global website useful to Sri Lankan is a huge thing, it may be not as important as in USA, UK or other developed countries. But, it is remarkable for Sri Lanka. He has made websites and two more global connections to uplift Sri Lankans in the other countries. So I think he is notable. More citations will come in the near future.
