Wikipedia:Bureaucrat removal

Bureaucrats who fail to perform at least one action associated with the bureaucrat usergroup during a calendar year and fail to invoke the safe harbor for retaining bureaucrat privileges shall be de-bureaucrated by a steward at Meta.
Qualifying actions
- Closing a WP:NOTNOW, or candidate withdrawal, as a non-bureaucrat can handle those 3 types of closures.
- Extending the time of closure at an WP:RFA(or RFB) proceeding
- Promoting someone to the bureaucratstatus
- Re-promoting of someone to administratorstatus who had previously resigned it
- Denying re-promotion of someone to WP:RFAto regain it.
- Participating in a bureaucrat discussion
- Assigning of the botstatus to an account
- Removing of botstatus from an account
- Refusing to assign WP:BRFA
- Closing a Requests for BAG membership
- Renaming an account
- Declining a request to rename an account
Process
- January 1, 2009 - December 31, 2009: Any bureaucrat who performs at least one qualifying action during this period of time is considered active and shall retain their bureaucrat status.
- January 1, 2010 - January 15, 2010: Any bureaucrat who is considered inactive for the prior calendar year may invoke the safe harbor (see below) by indicating they wish to remain a bureaucrat.
- January 16: Any bureaucrat who is inactive and has failed to invoke the safe harbor shall have their bureaucrat status removed. All other userrights they hold shall remain intact.
Safe harbor
A bureaucrat who fails to perform at least one of the actions listed above during a calendar year may invoke a safe harbor by expressing their intent to continue as a bureaucrat during the safe harbor time period.
Re-promotion to bureaucrat status
Any bureaucrat who loses their status as a result of this process may regain it by applying through the
normal manner
.
Transition (for 2009 only)
All current bureaucrats and all former bureaucrats who did not resign under a cloud shall be deemed to be current bureaucrats for the purpose of this process.
