Albrecht Dürer the Elder, possibly painted by his son, also called Albrecht Dürer. The painting is held by the National Gallery, who consider the painting to be a copy after Dürer's lost original. This painting was presented to the Charles I by the city of Nuremberg. (For what it's worth, to me he looks a little like Simon Schama
)
