The file uploader is The Hammer of Thor. Per their userpage, they claim that several files that they have uploaded are their own work, including File:Tim Davis in 1991 Minneapolis MayDay Parade.jpeg and File:Chris Wright at the Minnesota State Capitol on April 20 2017.jpg. Both of those images state that they were taken by an individual named Dan Vacek. However, according to the uploader, this image was taken by an individual by the name of Sean McCauley. The license on this photo indicates that the uploader releases it under CC-BY-SA 4.0.

Since Mr. McCauley would own the copyright to any photographs he takes in the United States, a license on this work granted by someone who is not Mr. McCauley would be invalid. Based off of the user's past declarations that they are Dan Vacek, I cannot believe that the user is Sean McCauley.
