Delete, as well as another of uploader's image file below. Copyright is the issue here and not physical ownership, something the uploader seem to confuse. Public funds do not negate sculptor's copyright. Jonas Roces, the artist and author (reference), does not seem to be a regular employee of the government and was just commissioned by the government. Section 178.4 of the copyright law states copyright is still held by the person who created the work, not the person who commissioned the work, unless there is a written stipulation of copyright transfer (Patrick Roque must provide proof of such document). So unless such document is presented by the uploader, copyright is still held by Roces and this statue artwork is unfree. Roces is still alive, so no date of future restoration of the photo. Undelete and transfer to Commons if ever the FOP introduction move by the Pilipinas Panorama Community user group is successful (see meta:Pilipinas Panorama Community/Freedom of Panorama#Recent developments for updates on this).
