Rendered somewhat unnecessary for fair use due to the existence of File:Civil Protection (Half-Life).jpg used in the same article also depicting Combine soldiers. If it were just the Hunter unit it would make more sense, but that one is obscured and could be depicted by a better image. This is clearly redundant. ᴢxᴄᴠʙɴᴍ (ᴛ) 05:55, 6 June 2023 (UTC)[reply]

The file is the book cover of Parkinson's Law: The Pursuit of Progress, which is used in the article of

WP:NFC#UUI

. This is especially true as the concept is not first introduced by this book. Moreover, it has limited contextual significance: a paragraph in the article (The essay was ... other countries too.) is sufficient in demonstrating the book's popularity.

The file therefore violates WP:NFC#UUI point 9 and
