Portal:California Central Valley

This is a completely moribund portal, no activity since it was created. the content is not at all fresh, it was linked to no more than 30 articles, and doesnt have a task force supporting it. I believe that portals should be at least as nice as a B class article, even if limited in scope, so we dont look amateurish. all the content that might go here could easily be placed in an "outline of the California Central Valley" article.
