I've seen long standing consensus (as well as it being common sense) that WP:NOR is not meant to be seen in the same light on project pages as it is in the article space. It's a big giant "no duh" situation. Like I said, the vasty majority of our content in user and project namespace would be considered OR by

Comment – I would be happy to keep this user page if AIV were effective here. A report there was removed after 45 minutes, perhaps in the mistaken belief that NOR doesn’t apply to talk pages. —
