TfD tags should generally not be surrounded by noinclude tags since they display a small notification of the discussion alongside the template when it's used drawing in more participants resulting in better decisions with more input from users of the template. The main exception is if the template is intended to be substituted or the notice breaks formatting. If this doesn't apply it may be appropriate to remove the noinclude tags. The code here makes some attempt to filter out substituted templates, but misses many of them.
