short answer/
Longer answer: RFC most likely "timed out." They are taking forever nowdays for some reason. I realize this sounds disingenuous but I did want to list it as an "attempt" at RFC - we were thinking about it, for all the good it does. In this case, we probably were not going to be able to settle this with one opinion.
My RFC was limited anyway, to the one case of the Fernandez footnote conjuring a 30,000 dead figure from an unrevealed "contemporary source." We questioned whether Fernandez was a reliable source given his background as a protester rather than a historian and a syllabus dismissing him as a serious historian. This might be a good place to start BTW,
