At the Valdai International Discussion Club held in late 2014, the Russian President Putin answer U.S. have delivered weapons in Syria, started extracting oil and overpaided local mercenaries. This was done in order to move mercenaries from the 'civilized' Syrian opposition forces to join the Islamic State and start fighting against Assad (source. [1]).
