Adding a Section on History

Hello fellow wikipedians, I plan to add a section that is concerned with the history of the constitutional tribunal. I will begin with the circumstances around the formation and what led to its formation. Then continue with an account of its important transformations and historically relevant proceedings such as the first case in 1986.
