Translation Question

The article contains the following phrase: "The Dutch College of Arms (the "Hoge Raad van Adel") approved of a new royal weapon with crown on 24 August 1815.[3]" My understanding is that "Hoge Raad van Adel" translates into English as something like "High Council of the Nobility." Admittedly, I am not a native Dutch speaker so I could be mistaken. If I am correct, would it not be better to state: "The High Council of the Nobility (Hoge Raad von Adel), which serves as the Dutch heraldic authority..." instead of the current language that seems to imply a direct translation? For the moment, I am leaving aside the issue of rephrasing "a new royal weapon with crown."
