Although this article is well-articulated, parts of it are indistinguishable from an essay. The author has in mind a particular approach to/analysis of cultural policy, as opposed to providing an overview. That said, the overview is there, it just gets subsumed by commentary in some places.

I’m not a great writer/editor myself so I’m going to leave this nitpicking complaint w/o actually doing any work.
