Rationale for regulations
What is the reasoning for regulating Schedule I and II drug manufacturers more restrictively than Schedule I and II drug distributors? I suspect it is partly a subsidy for the current drug manufacturers, and also due to the ease with which a licensed producer could manufacture a large amount of pharmaceutical-grade addictive drugs, with the equipment and materials available to them through their business.
