Danlaycock:, kind regards. In my edit I wanted to clarify that the member (Chile) withdrew voluntarily, instead of being suspended by the organization. How about "member state which has suspended participation" or something like that? It's a bit long, but best I can think of to emphasize that it was Chile who did the suspending.
