can some competent editor change the governor

I don't know what the author of this page had in mind, when he said it's modeled on the federal government, with frontier adaptations. Things that spring to mind are the independently-elected Treasurer, Attorney General and Secretary of State, and an elected judiciary. If that's what the author meant, maybe the page should say so.
