Excessive essay-like detail

I've added the 'over detailed' clean-up template. I don't think the article needs to go into anywhere near as much detail as it does about the lack of consultation and the underlying reasons. For example, the "West Kowloon Cultural District Authority and its consultation panel" section appears to be constructed based almost enirely on primary reports - and this article isn't about the West Kowloon Cultural District Authority, it's about a museum! Proposed delete of irrelevent info

I suggest removing the paragraph outlining in details many of the poltiical issues in Hong Kong since 2019 (Mongkok protests, LegCo disqualifications) as they have nothing to do with the museum & predate it by 2-3 years. Simply saying that there was concern about Beijing's involvement is enough -- and readers can go to other pages to read about the details.
