Mix-up

There is some complete mix-up. Bangura was a military who took over from the military rule of Andrew Terence Juxon-Smith. He was never Governor-General, as those were at that time place in SL by the colonial force from Britain. He was Chairmen of the National Reform Council, just like Juxon-Smith and Ambrose Genda before him. He was then ruled-out by military man Patrick Conteh, who indeed gave the power back to the legal administration under Siaka Stevens.
